1. THE BINDING AGREEMENT
By clicking "I Agree," or by accessing the Dr. Bills Exchange App, you enter into a legally binding contract with Dr. Bills Online Trading Academy Limited.
- Modification Power: We reserve the right to modify these terms at any time. Continued use of the app after an update constitutes "Irrevocable Acceptance" of the new terms.
- One User, One Account: Creating multiple accounts to bypass limits or exploit promotions is a breach of contract and will lead to an immediate permanent ban of all associated funds.
2. ELIGIBILITY & MANDATORY KYC
In line with the Money Laundering (Prevention and Prohibition) Act 2022:
- Age: You must be 18 years or older.
- Verification: You authorize Dr. Bills Exchange to interface with third-party databases (NIN, BVN, Ibis) to verify your identity.
- Non-Transferability: You may not sell, lease, or share your Dr. Bills account with any third party. You are 100% liable for all activity on your account.
3. GIFT CARD TRADING: THE "FINALITY" CLAUSE
This is the most critical section for your protection.
- Verification Window: When you submit a gift card, our team or automated systems will verify the balance. You acknowledge that this process can take between 5 minutes to 2 hours depending on the card type.
- Dead/Used Cards: If you submit a card that is already redeemed, locked, or invalid, Dr. Bills Exchange reserves the right to reject the trade.
- Zero Tolerance for Fraud: Attempting to trade stolen cards or "double-spending" a card (submitting it to us and another platform simultaneously) will result in your details being blacklisted and reported to the EFCC (Economic and Financial Crimes Commission).
- Non-Reversibility: Once a trade is completed and NGN/Crypto is credited to your wallet, the transaction is final. We do not offer "returns" on gift card trades.
4. DIGITAL ASSET & CRYPTO-TO-FIAT SERVICES
- Blockchain Finality: Transfers to external wallets are irreversible. If you provide a wrong wallet address (e.g., sending BTC to an ETH address), Dr. Bills Exchange is not responsible for the loss of funds.
- Price Volatility: Exchange rates are updated in real-time. The rate locked at the start of the transaction is the rate that will be applied, regardless of market swings during the processing window.
5. VIRTUAL DOLLAR CARDS
- Merchant Restrictions: Our virtual cards are issued via third-party partners. While they work on most platforms (Netflix, Amazon, etc.), we do not guarantee 100% acceptance by every merchant globally.
- Funding & Refunds: Funds loaded onto a virtual card can only be refunded to your Dr. Bills wallet minus any processing fees.
6. TRANSACTION LIMITS & BLOCKED FUNDS
- Suspicious Activity: We reserve the absolute right to freeze or "lock" any transaction or account balance that triggers our AML (Anti-Money Laundering) filters.
- Lien on Funds: We may hold funds for up to 90 days if we receive a "Fraud Alert" or "Lien Request" from a partner bank or regulatory body regarding a specific deposit.
7. LIMITATION OF LIABILITY
To the greatest extent permitted by Nigerian law, Dr. Bills Exchange and its directors (including the CEO and COO) shall not be liable for:
- Losses caused by your failure to enable Two-Factor Authentication (2FA).
- Downtime caused by blockchain network congestion or third-party API failures.
- Indirect, incidental, or "pain and suffering" damages.
8. DISPUTE RESOLUTION & GOVERNING LAW
- Jurisdiction: These terms are governed by the laws of the Federal Republic of Nigeria.
- Arbitration First: You agree that any dispute must first be submitted to informal mediation with our Compliance Team. If unresolved, it shall be settled via binding arbitration in Lagos, Nigeria.
